Regional Disparities in Affordable Housing Implementation: Evidence from PMAY-U in Haryana

Abstract
With the galloping pace of urbanisation and growing population pressure, along with the escalating socio-economic disparities, affordable housing has become a pressing policy issue in India. Pradhan Mantri Awas Yojana–Urban (PMAY-U) has been launched to solve the problem of urban housing shortage and also to promote inclusive urban development. But differences in the effectiveness of implementation in various regions are still a challenge to the effectiveness of the scheme. The study has been carried out by examining the regional differences in achieving implementation of PMAY-U (secondary data from government reports and databases). The research design is quantitative and empirical to assess the variation in fund allocation and utilisation, housing completion, and efficiency in implementation, district-wise. The performance of the districts under the scheme is evaluated through descriptive statistics, comparative analysis, utilisation efficiency ratios and correlation analysis. Results will show that there are likely to be large differences in implementation results across districts and signal the degree of efficiency of governance and use of resources. The study makes a contribution to the literature on affordable housing by presenting a policy perspective based on the data regarding urban governance of housing and differences in regional implementation in Haryana.
