Strategic SWOT Insights for Effective Project Management in India's Steel Sector

Abstract
The increasing complexity of the large scale industrial project undertakings in the Indian steel industry has revealed the limitations of the traditional project management practices that primarily focus on the level of operational control but not strategic alignment. This study satisfies this gap by transforming the SWOT analysis into a strategic decision making model of enhancing the effectiveness of project management. The mixed-method research design will be employed, which includes both qualitative data available in the form of literature and industry case studies with quantitative validation based on 412 survey responses of employees in the Indian steel sector. The analysis indicates that it has effective internal strengths such as technical expertise (mean = 4.21) and skilled workforce (mean = 3.86), and critical weaknesses which are poor planning (mean = 4.28) and poor risk management practices (mean = 4.17). The opportunity analysis indicates that there are high opportunities (mean = 4.35) as a result of the digital transformation and the governmental initiatives and the major threats are regulatory uncertainties (mean = 4.31) and the volatility of the raw material prices (mean = 4.24). The key contribution of the research is that the interpretation of strategy based on the SWOT outcome is the use of the matrix analysis method that leads to the creation of strength-based, weakness-driven, opportunity-driven, and threat-reducing strategies. With these insights, a Strategic SWOT-to-Execution Framework is created to fill this gap between analysis and implementation by combining internal capabilities with external conditions. The results highlight that to manage the steel industry, it is necessary to transition to more integrated, data-driven, and strategically oriented practices and rely on digital technologies like analytics and artificial intelligence. The study has some practical implications to project managers, organizations, and policymakers by offering an organized roadmap to improve the performance of projects and complexity in large-scale industrial settings.
